The government has earmarked approximately **1,089 hectares** of land for this growth centre. To ensure planned development, MMRDA has been appointed as the Special Planning Authority (SPA) for the region, implementing it through various Town Planning Schemes (TPS).

The first phase, known as TPS 1, covers 10 designated villages. Unlike haphazard urban sprawl, a TPS ensures that infrastructure comes first:
- Wide Roads: A network of 18m to 45m wide DP roads is planned.

- Land Pools: Landowners get developed plots back with clear titles and infrastructure, reducing litigation risks.

- Railway: Existing Diva-Panvel rail line connectivity.
- Bullet Train: Proximity to the Mumbai-Ahmedabad High-Speed Rail corridor.
- Road: Located on the Shilphata road, the 'neck' of MMR connecting Dombivli, Kalyan, Navi Mumbai, and Thane.
